On the occasion of the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC), Minister Peng Chi-ming of the Ministry of Environment, upholding the spirit of "Professionalism, Pragmatism, and Contribution," echoed the COP30 theme of "Global Mutirão" (Global Collective Effort). Focusing on Taiwan's "Climate Governance and Environmental Policies: Roadmap to Net Zero," Minister Peng expressed hope to participate in international climate action through diverse means and deepen Taiwan's exchange and cooperation with its allies in climate and environmental areas.
Minister Peng shared Taiwan's recent experiences with unusual typhoon paths, unprecedented typhoon intensity and rainfall, post-typhoon flooding, dam overflow, damage to solar photovoltaic facilities and asbestos roofing, and massive waste generation, emphasizing the urgency of enhancing climate resilience. He also highlighted Taiwan's latest announced NDC 3.0 targets, the direction of energy transition from 2030 to 2035, the carbon fee system and ETS planning, the corporate voluntary emission reduction system, cooperation with the EU ETS, progress on the Taiwanese CBAM, the operation of the NT$10 billion Green Growth Fund, and achievements in the circular economy. These policy advancements demonstrate Taiwan's pragmatic results in climate governance, green technology, and industrial transformation, garnering high attention and affirmation from allied nations.
Minister Peng expressed his desire to collaborate with allied nations in various environmental fields, including climate governance, international carbon credit cooperation, waste management and circular economy, energy and renewable energy deployment, green finance and carbon pricing systems, regulatory governance frameworks, youth and civil servant exchange, academic research cooperation, plastic reduction, and the application of AI and green technology. Minister Peng looks forward to deepening cooperation and shaping concrete sustainable partnerships through mutual visits, capacity building, policy demonstrations, and joint participation in international platforms.
The Ministry of Environment emphasized that although Taiwan is not a UNFCCC party, it has voluntarily complied by submitting Convention documents such as the Nationally Determined Contribution (NDC3.0) and the Biennial Transparency Report (BTR), aligning with international standards through practical actions and transparent governance. However, net-zero transition cannot be achieved by one country alone; it requires global collective action. In addition to continuously striving to participate in the United Nations Climate Change Conference, Taiwan is also committed to deepening cooperation with its allies, taking collective action to expand the implementation of the Paris Agreement, and jointly contributing Taiwan's strength to global climate governance and sustainable development.
