<p> </p>
<p><span style="font-size:medium;">主旨： 公告自即日起受理102年度有線廣播電視系統經營者「促進有線廣播電視普及發展」之補助申請。 </span></p>
<p><span style="font-size:medium;">依據： 促進有線廣播電視普及發展補助執行要點（以下簡稱「本要點」）第6點。</span></p>
<p><span style="font-size:medium;">公告事項：</span></p>
<p style="margin-left: 2em; text-indent: -2em;"><span style="font-size:medium;">一、申請條件：</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(一)有線廣播電視系統經營者（以下簡稱系統經營者）擬於經營區內之普及服務區域提供普及服務建置系統營運，且該區域其他系統經營者未提供有線廣播電視服務者。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(二)系統經營者因重大技術變動或其他不可抗力造成重大毀損，需更換幹線及設備且未申請天然災害補助者。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(三)系統經營者提報之區域係自來水、電信或電力服務未到達之區域，且為中華電信光纖投落點2公里範圍外者。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(四)系統經營者認經營區內之偏遠地區或離島地區，有列入申請補助有線廣播電視普及服務範圍之理由者，亦得檢具相關資料並敘明理由，報請本會審核；經審核認定者，適用前款規定。</span></p>
<p style="margin-left: 2em; text-indent: -2em;"><span style="font-size:medium;">二、補助項目：限普及服務區域建置所需相關設備。</span></p>
<p style="margin-left: 2em; text-indent: -2em;"><span style="font-size:medium;">三、補助類別：</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(一)申請新建置數位化有線電視普及服務區域建置費。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(二)因重大技術變動申請提昇數位化有線電視普及服務區域建置費。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(三)因其他不可抗力造成重大毀損申請重建置費。</span></p>
<p style="margin-left: 2em; text-indent: -2em;"><span style="font-size:medium;">四、經費來源：國家通訊傳播委員會（以下簡稱本會）有線廣播電視事業發展基金（以下簡稱本基金）項下編列預算，受補助計畫之總工程款及補助金額，由本會核定。補助金額不得逾本會核定總工程款之百分之五十，並以新臺幣600萬元為上限。</span></p>
<p style="margin-left: 2em; text-indent: -2em;"><span style="font-size:medium;">五、申請期限及方式：</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(一)申請期限：自公告日起至102年4月26日止，並副知當地直轄市、縣(市)政府，逾期申請者，不予受理。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(二)申請方式：補助建置計畫案應於102年4月26日下午17時30分郵遞（以郵戳為憑）或送本會（以本會收文單位所載日期為準，地址：10052臺北市仁愛路1段50號），信封上註明申請補助類別。檢附之申請文件如下：</span></p>
<ol class="withNumber" style="margin-left: 4em;">
<li><span style="font-size:medium;">促進有線廣播電視普及發展申請書。</span></li>
<li><span style="font-size:medium;">建置補助計畫書。</span></li>
<li><span style="font-size:medium;">補助計畫工程經費預算表。</span></li>
<li><span style="font-size:medium;">計畫書內容及檢附資料，請另附電子檔之光碟7份。</span></li>
<li><span style="font-size:medium;">本會指定之文件（如：提供建置範圍沿線收視戶優惠方案）。</span></li>
</ol>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(三)申請檢附之資料，不論獲補助與否，概不退還。</span></p>
<p style="margin-left: 2em; text-indent: -2em;"><span style="font-size:medium;">六、注意事項：</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(一)依本要點第3點第10款之定義，上揭「普及服務區域」係指系統經營者曾受本會本基金補助建置案中相對應之區域，或於偏遠地區建置系統營運經本會認定為不經濟區域者。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(二)為提高本基金補助之實益，系統經營者對於補助範圍內沿線居民應提供有線電視優惠服務方案。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(三)補助計畫書檢附之系統架構及施工線路圖，應具體明確區分「已建置網路」及「預定施工線路」並說明鋪設長度。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(四)檢附民眾對數位化有線廣播電視之收視需求名單，資料蒐集請依個人資料保護法相關規定。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(五)應檢具文件如有欠缺，經通知限期15日內補正，屆期不補正或補正不全者，該申請不予受理。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(六)本公告未盡事項，依本會101年10月15日通傳傳播字第10162008350號令修正發布之本要點相關規定辦理。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(七)檢附行政契約草案及空白領款收據供參考。</span></p>
<p style="margin-left:4em;text-indent:-2em;"><span style="font-size:medium;">(八)有關數位服務示範區建置案之補助申請，由本會(中區監理處)另行公告受理。</span></p>
