國家通訊傳播委員會（NCC）公布110年度4G上網速率量測結果，持續監督4G網路建設並掌握4G網路效能，以維持優質4G行動上網服務

<p>NCC今（27）日公布5家行動寬頻業者之110年4G行動上網速率量測結果，全國4G定點量測平均下載速率提升到122.53Mbps，較前期109年度量測結果119Mbps提升2.96%；各縣市4G移動量測平均下載速率則介於48.73Mbps75.16Mbps。</p>
<p>本次量測統計NCC係委託財團法人電信技術中心（TTC）於110年執行，完成定點及移動量測，結果摘要如下：</p>
<p style="margin-left:4em;text-indent:-2em;">一、定點量測：包含村里長辦公室外、郵局、警察局派出所、百貨公司、衛生所、臺鐵全部火車站，國家風景區、國家森林遊樂區、各捷運主要轉運站等區域， 總共12,092點，再從中抽樣7,851個量測點，由專業人員進行量測，結果顯示4G全國平均下載與上傳速率分別為122.53Mbps與24.92Mbps、雲端下載速率為113.86Mbps（詳如表1）。各業者於各縣市及鄉鎮市區之量測統計結果，請參閱摘要報告(連結：<a href="https://speed.ttc.org.tw" target="_blank" title="109年行動寬頻量測年度摘要報告">https://speed.ttc.org.tw</a>)。</p>

<p style="margin-left:4em;text-indent:-2em;">五、武漢肺炎疫情對量測速率之影響分析：110年由於疫情持續延燒，各國經濟、生活習慣全部受到影響。各國紛紛啟動公共安全的隔離政策和社會分流模式，將日常工作轉移為遠距辦公、線上視訊教學、視訊會議、視訊通話和數位銀行服務等；而無法出國也導致國內旅遊人數增加，使郊區上網服務之數據使用量大幅提升，亦帶動了新的生活型態。以上因素都對上網速率帶來影響。</p>
<p>NCC表示，下載速率之量測結果顯示，業者仍維持網路穩定運作及各種技術的應用，且使用多CA以提升網路效能，使4G網路的下載頻寬及容量比109年略增。比較109年與110年之4G定點量測平均下載速率，由119Mbps提升到122.53Mbps，增幅為2.96%（詳如圖1）。而上傳速率由於武漢肺炎疫情影響，用戶之居家辦公、視訊會議、遠距教學及網紅視訊對4G行動上網需求持續增加，且受手機終端支援上傳速率之能力限制，以致上傳速率略為下滑。</p>
<p>NCC強調，消費者可至NCC資訊圖像化平臺瀏覽110年度上網速率量測結果，以瞭解不同業者在不同區域、場域提供上網速率之變化情形，可促使電信業者良性競爭持續改善訊號涵蓋及容量，以解決弱訊區行動上網壅塞問題，除使用戶可享有穩定便利的上網服務外，也讓我國4G行動寬頻網路基礎建設在國際間得到肯定，並使我國行動上網環境在國際上維持優異的水準。</p>
